ORCA PAC

The Oklahoma Roofing Contractors Association Political Action Committee (ORCA PAC) is the legislative advocacy arm of ORCA.

Established to give the roofing industry a unified voice at the Oklahoma State Capitol, the PAC raises voluntary PERSONAL contributions from ORCA members and deploys those funds to support candidates for state office—regardless of party—who understand the unique challenges faced by roofing contractors. These challenges include licensure/endorsement protection, fair bidding practices on public projects, storm-chasing reform after major hail and wind events and resisting overly burdensome regulations or tax policies that increase material and labor costs. Through targeted campaign contributions, direct political strategist engagement, and grassroots mobilization of contractors and their employees, ORCA PAC is playing a significant role in shaping roofing-related policy in Oklahoma.

Notable achievements include the recent passage of House Bill 1628 during the 2025 Oklahoma Legislative Session — The Residential Roofing Endorsement. This bill was designed to raise standards, protect policy holders and emphasize industry best practices across the state. Previous legislative achievements include strengthening penalties against unlicensed contractors and fraudulent storm chasers following the Moore tornado and subsequent severe weather events, preserving the state’s roofing registration system administered by the Construction Industries Board, and defeating or amending multiple bills that would have imposed new sales taxes on roofing services or excessive permitting requirements. By maintaining relationships with key legislators on both sides of the aisle, the PAC ensures that the technical expertise and economic interests of the professional roofing community are considered whenever construction, insurance, or disaster-recovery legislation is drafted, ultimately helping to protect consumers while fostering a competitive and reputable marketplace for registered/endorsed contractors.
